Meeting Minutes for April 16, 2002 County Council Meeting Quorum was not met. Aaron Lipke was charged to find online consensus for decisions made at the meeting. Meeting commenced at 6:55 p.m. 1 Approve Agenda (5 min.) 2 Approve Secretary's minutes for previous County Council meetings on Jan. 8 and Feb. 12 (5 min.) Item was not discussed. 3 Resignation of Carl Sachs as Secretary (1 min.) Resignation officially recognized. 4 Nomination and election of new Secretary (3 min.) Robyn is secretary for this council session; chair will rotate per council session given no volunteer. 5 Treasurer's report. Presenter Micki (3 min.) Receipt for Peace Rally expenditure approved. Treasurer's report attached. Balance as of 3/31/02 is $2,067.47. 6 Proposal to dissolve all inactive groups. See GPSD committees and working groups. Presenter Aaron (5 min.) Specifically, we decided to dissolve Media & Spokespeople WG, Literature and Newletter WG, and Grassroots Outreach WG as well as any group not mentioned below: ad hoc: strategy group ad hoc: delegate/rep selection proposal forming group WG: Media Group (listed above as item (1)) WG: Fundraising WG: Internet and Data Processing SC: Bylaws SC: Campaign List of groups is available at http://www.sdgreens.org/about/committees.html 7 Proposal to establish Media Working Group. [ Info on WG ] (10 min.) Robyn presented proposal. Aaron requested clarification on Kristin Rix's experience level for being facilitator/chair/contact person for WG. It was clarified that she has attended 2-3 Green meetings and responsibilities at this point only involve coordination and facilitation of meetings. Proposal approved. Aaron will send proposal via e-mail & do backup phone calls to achieve quorum. 8 Discussion of the next steps regarding the Regional Gathering, Rep selection and Delegate selection - Aaron(10 min) Aaron put out couple of proposals a while ago. Several commentators suggested bad timing for this issue, rather than Aaron making proposals, there should be a committee determine these things. The group would develop method for rep selection and delegate selection. The proposal is to have an ad hoc working group to develop rep & delegate selection. Proposal approved. Aaron will be contact person. 9 Transportation to Fresno - Lupita (5 min) Council leaning towards delegates taking the train. Decision will be made at delegate meeting 4/26; Lupita will be informed of decision so she can confirm reservations. 10 Solicit someone to pick up the papers from LA (5 min) 1st issue of the State paper. Green party office in Santa Monica, get from Mike Feinstein. Aaron may be able to go by train if Council will approve ticket if we are unable to find someone. Aaron could go this Saturday 4/20 morning. Greyhound bus delivery possible. Council will contribute $40 if necessary but Aaron will try to do without expending this. 13 Proposal to fund printing of NO TV week fliers Robyn (10 min) $25 reimbursement if done by Earthday & brought to table. 14 Proposal to form Ad Hoc Bylaws Committee regarding Treasurer¡¦s position to add FPPC requirements & Assistant Treasurer-Aaron 15 min (The Bylaws committee is Magali who is in Peru, and Karine who is swamped). Council decided to until bylaws committee can get around to this. Lupita will get FPPC info. to Micki. Bylaws committee was charged to address FPPC requirements in the bylaws and consider the formation of an assistant treasurer. Council recognized Muriel Adams for the excellent work she does as treasurer. 15 Proposal to form Ad Hoc Committee for Fall Hellraiser-Jodi 10 min. Lupita presented for Jodi (who was out sick). Local organizing committee would be formed to organize event & fax proposal to Rolling Thunder. how split money. write proposal. Robyn raised question whether or not this is replacing the original fundraising idea for bands/Camejo event in Sep.. Karine made proposal that create fundraising working group. John suggested we get one member from each local. Karine has concern - don't eliminate media and fundraising working groups because we are recreating them. Need to have descriptions for groups. Nelisse suggested we could do both events Rolling Thunder would be coalition event, would be good experience. Jan read descriptions off of web for media & fundraising groups (fundraising: to investigate and coordinate a fundraising strategy). It was agreed that new media group description holds (so dissolve old group and description and adopt new media work group); old fundraising work group maintained along with its description because fills our current needs. Lupita, Jodi, Robyn, Micki members of fundraising wg; new members to be solicited. 18 Proposal to compensate Plenary delegates for reg. fees- Jodi 5 min. 6x$35=$210. Yes with a concern: Aaron said we should be spending remaining budget on fundraising, etc. Friendly amendment:Nelisse suggested that if people can afford to pay themselves should, and those who need will be paid. 19 Micki's 5 minutes -Band Haywire at Lestat's May18th; band donated $100, Greens should go to event. - Earth Day costs: bumper stickers cost $245 but we are going to use for other things besides Earhtday; booth $70; Green papers $150 (comes from Washington - may have to pay some postage 4 bundles some to use for rest of year); - Molly Morgan gave us 150 publications of "By What Authority" for Earthday & our use. Aaron voiced concern that we agree on literature that we hand out. Nelisse said we are trying to form coalition w/Molly and her group(s). Nelisse has read this publication and there doesn't seem to be anything in conflict with our principals. Karine & John suggested we hand out this lit. saying this is not Green Party publication but we are handing out on behalf of this group who we are in coalition with. -Hillcrest Fair $170 in August 20 Proposal to elect new membership coordinator (Aaron giving up position). Robyn elected. Announcements: Aaron announced he might not be able to perform duties as state rep. in Fresno Friday May 3rd.
