Attachment B PROPOSAL NAME: Delegate Positions PRESENTER: Aaron Lipke, for SD Greens. CONTACT: (619)244-6887, lipke@sdgreens.org SUBJECT: Green Party of San Diego Delegate Positions BACKGROUND AND PURPOSE: Provide the county with communication with the state and participation in state policy building and decision making. Provide continuous support and accountability to the regional representative to the state coordinating committee between state general membership meetings. PROPOSAL: (* WORK IN PROGRESS **** PLEASE RESPOND WITH COMMENTS *) The county maintains a body of delegates. Each delegate serves for four (4) state general membership meetings (whether or not the delegate participates). There is no delegate term limit. The number of delegates maintained by the county will be 4 more than the total number of delegates allowed to represent the party at the most recent state general membership meeting. If the number of delegates maintained by the county drops below that number at any time the county council can decide to elect up to as many delegates as there are open positions. The criteria for eligibility of candidates and the number of seats to elect will be decided upon by the county council prior to the meeting and will be included in the announcement to the general membership of the election. If any delegate's term is to expire at the next state general membership meeting, an election of delegates will be announced to the general membership before said state general meeting and an election will be held to replace the delegate on the first county general membership meeting following the state general membership meeting. If for any reason, an individual wishes to remove a delegate from their position, they will provide a written statement to the county council addressing their concern. The council decide whether or not to propsose the relief of the delegate from their duties to the county general membership at the next county general membership meeting. The delegates will consense amongst themselves who will serve as a delegate at the general membership meeting and who will serve as an alternate. The delegate will serve as the representatives of San Diego County to the Green Party of California. The delegates will under no conditions prohibit the participation of any greens at the state level. The delegates will be accountable to the county general membership. Delegates will be responsible for the following: * all of the responsibilities and duties required of them by the GPCA bylaws. The author recommends the review of GPCA bylaws sections 4.2 and all of section 5. * communication between the county and the state including the progress of the issues to be addressed at the state meeting. * communication with and accountability of the state coordinating comittee regional representative. The author recommends the review of GPCA bylaws section 7.1 and all of section 7. Suggestions for execution of delegates duties: Delegates can elect amongst themselves different informal positions including liason the state coordinating committee regional representative, liason to the plenary planners, liason to the county general membership, head delegate responsible for coordinating the delegates' work. Create a listserve for delegates to communicate with each other, all registered greens of the county membership interested in state affairs and state officials working with San Diego County. Keep open lines of communication with the state coordinating committee regional representative. Make regular reports to the county council and to the general membership of the county. TIMELINE: Although the above duties appear ambitious, the author believes that if a even half of the possible delegates positions are maintained the duties shall be easy to divide up and keep current on.
