CONTACT: (619)244-6887, lipke@sdgreens.org SUBJECT: GPCA Coordinating Committee Regional Representative Selection Process BACKGROUND AND PURPOSE: The bylaws of the GPCA provide a default selection process for regional representatives to the GPCA coordinating committee(regional rep). The bylaws also permit an alternative process to be submitted by approval of all of the county councils of the active counties of the region. This proposal offers a more democratic alternative process to the default process detailed in the GPCA bylaws. PROPOSAL: (* WORK IN PROGRESS **) (* What I'm thinking in terms of the two options below is that if eveyone likes my Delegates proposal, we can stick to having the regional rep selected by the delegates and make the delegates our state communications people. I have a lot of reasons for wanting this and will bring them up as answers to questions until I have the time to organize my thoughts well enough to get them out in a page or two. If I lose the delegates debate, option two is in here for making the regional rep a popular election. *) Presented below are the duties and authorities of the regional rep as defined in the bylaws: 7-1.1 Duties and Authority The Coordinating Committee will be generally responsible for coordinating meetings, internal communications and other administrative tasks, including the following: a) Establish agenda and select facilitators for general meetings. b) Monitor and assist committee work and refer matters to committees. c) Request and receive regular reports from committees. d) Authorize and ratify specific expenditures e) Authorize and carry out the decisions of the GPCA general membership and make executive decisions(but not set policy) between General Assembly meetings. f) May make statements in the name of the party g) Is authorized to retain legal council on behalf of the GPCA. h) Is authorized to make decisions which legal counsel advises. Considering the above material, it is apparent to the author that the regional rep will serve as both an administrator, and an executive officer accountable to the state decision making body, the delegates. Option One: The regional rep shall be elected by a regional caucus of delegates at the last General Membership meeting that falls within the current regional rep's term assuming the following criteria have been met: (see (1) below) Option Two: The regional rep shall be elected by the general memberships of all counties involved. ( Hold one meeting, or hold seperate meetings, counting all of the ballots from each meeting's election as equal voices, counting them as one election.) Elections will be held only after the following criteria have been met: (see (1) below) (1) At least three months prior to the first day of the General Membership meeting, the county councils of all counties of the region announce the opening of the regional rep position to their respective general membership. (2) The duties and authorities of the regional rep as detailed in the bylaws are made available to the general membership of all counties of the region by each county's county council. (3) All interested candidates submit a paragraph detailing their qualifications or intentions to their county council. (4) At least one month prior to the election, the county councils share the materials submitted by the candidates with each other. If the above criteria have not been met, an interim regional rep will be elected by a caucus of the delegates of the region at the next state general membership meeting 7-1.5 Selection of Regional Members Regional members shall be selected by regional caucus of delegates at General Assembly meetings, unless the active counties of a region select another process. Any such alternative process must be consistent with the ten key values, GPCA bylaws, and California law; and approved by all the County Councils of the active counties of a region; and filed with the Coordinating Committee and the Bylaws Committee.
