CONTACT: (619)244-6887, lipke@sdgreens.org SUBJECT: Green Party of San Diego Procedures Research BACKGROUND AND PURPOSE: The development of an Ad Hoc Group(group) (see standing rules C) charged with the research and development of procedural guidlines that will help the county green party run more effeciently. The guidlines will be maintain in the library along with, but not in opposition to the bylaws or standing rules. PROPOSAL: (* WORK IN PROGRESS *** PLEASE RESPOND WITH COMMENTS *) The group created by this proposal would be responsible for: 1) the review of sdgreens archives in search of previously consensed upon procedural guidlines. 2) the solicitation of advice from council members on how procedural guidlines may help streamline our meetings, decision making, communication and general business practice. 3) the development of procedural guidlines appropriate to address the perceived needs of the council 4) the compilation of old, consensed upon procedural guidlines and recently developed procedural guidlines 5) the proposing of the adherance to the new procedural guidlines compilation to the council under terms to be addressed by the group and the council. 1-2.2 There are four classes of official documents which describe and govern the operations of the GPSD; Bylaws - Description of the organization and its membership and any rules which cannot be suspended and which require at least a "high threshold" vote of the General Membership to adopt or amend (see Paragraph 5-3.2). Standing Rules - All other rules not fitting the Bylaws criteria (i.e., general procedural rules, description of consensus process, committee rules, etc.) which require at least a "low threshold" vote of the General Membership and prior notice to adopt or amend (or a "high threshold" vote without prior notice). A standing rule can also be suspended by any deliberative body of the GPSD for the duration of a single meeting with a "low threshold" vote. Position Papers - A series of official statements of policy individually adopted by at least a "high threshold" vote of the General Membership with prior notice. Working Papers - All other official documents generated during the course of GPSD business including: meeting minutes, financial records, membership lists, etc. The group is highly encourage to seek the advice of the council and general membership throughout the development process. TIMELINE: Group's progress will be evaluated every six months after the approval of this proposal. Upon completion of the project, the group dissolves. RESOURCES: Personnel: 2 to 5 people (suggestion); weekly meetings or online work; Total work hours: 15; Negligible financial expense.
