Green Party of California's Policy Recommendations on the Energy Crisis

Dear Governor Gray Davis, Senator John Burton and State Legislators:
Green Party of California calls upon the Governor and State Legislature to review the following proposals for handling the state's electric energy deregulation crisis and consider their incroporations in to policies that will build a more rational and sustainable energy future.
While the current deregulation crisis needs immediate action, you must take care that in haste, errors are not locked in to policies and contract agreements for the long term. We specifically oppose any deal with the utilities that would take their stocks, or any other paper that ties the state's loan recovery to the financial health of the utilities. We feel that doing this would form a conflict of interest, and work against the governor's stated willingness to take over the utilities by imminent domain and run them municipally.
We urge that only hard collateral in the form of generating facilities, power lines and other production and distribution assets be used to secure loans. We believe that, in the long run, municipal take over of the utilities will be the best alternative for the ratepayers of the state.
We hope you will carefully study these recommendations, and use them to craft a set of laws and regulations that will assure long-term environmental and economic stability. We urge that you think about the future, and look toward new and innovative answers to the problems presented to us. Do not support past thinking that will continue tying us to old ways of financing and producing electric power.
Green Party and the public at large will be watching what you do at this critical juncture with great interest.
